Whether he thinks Chloe would be mad or not, it really would have been better in the long run if Philip had woken Chloe up and told her he had to go.

I think Philip should have woken Chloe up to tell her he was called away by the Coast Guard. I understand him not wanting to disturb her but I'm sure she'd want to know.

If the storm is bad enough that Philip is called out and he mentions a shelter in a note, then he most definitely should have woken Chloe up. I get not wanting to disturb them, but once you have to mention going to a shelter, their safety is at risk.

So he leaves & doesn't leave her any kind of a note of where he is? That is pretty rude to let her worry like that.

Chapter 21a
Chloe’s phone alarm buzzed, waking her from sleep. She rubbed her eyes and read the text alert on her phone. It was the same automated message she’d received a dozen times already telling her that school was cancelled until further notice because school and government buildings would be used as hurricane shelters. Just reading the word “shelter” made her shudder.
She looked over at Parker sleeping next to her. She hated to wake him — and go out in the storm — but she needed to make a quick trip to the club to meet up with the contractor. Even though she had verbally approved the blueprints by phone last night, the contractor insisted he needed a verifiable signature. He was a lovely man, an impressive designer, and one of the few local contractors who had experience with acoustics. Unfortunately, he hadn’t joined the 21st century yet and didn’t accept electronic signatures.
She kissed Parker’s head. “Hey angel, I need you to wake up. Could you get yourself dressed while I go downstairs and fix us some breakfast?” Parker stretched out and nodded without opening his eyes.
Chloe slipped her robe on and grabbed her phone. She stopped at the master bedroom, surprised that the door was open and the bed was empty. She went in. “Philip?” She checked the bathroom. “I guess he’s downstairs,” she mumbled. She went downstairs. “Philip?” She checked the office and the downstairs bedroom. Then she went to the front window and looked down at the carport. Her stomach turned when she saw that his car wasn’t there. How long has he been gone, she wondered. And in this storm! They weren’t finished talking. Did he think they were?
She dialed Philip’s phone and waited for him to answer. She listened to the phone ring and ring and ring, but voicemail never picked up. “Where are you?”
“Mmmommm,” Parker called from the kitchen. “I can’t reach the milk for my cereal.”
“I’m coming, angel.”

Ugh Philip! I knew he should have woken Chloe. Now this is going to cause unnecessary trouble. Is he ever gonna learn to communicate?

He should have told her hopefully she remembers he’s a coast guard as well

And of course she jumps to the conclusion that that he's walked out on her. SSDD - same s!*#^ story, different day.
The fact that she gets the SAME message every day about shelters and the storm brewing outside and there all she can think about is that "he's done talking".

Philip should have woken Chloe up for her and Parker's safety. She's new to living in the Keys so she isn't used to hurricane warnings and may not realize she should go to a shelter.

Chapter 21b
Driving to the club, Chloe was seriously annoyed with her contractor for making her come out in this storm. The worst of the hurricane was still offshore and she knew she needed to make a decision about going to the shelter, but just thinking about it made her shudder. She’d much rather ride out the storm at home. Right now, she was gripping the steering wheel like it was a lifeline, closely following the red tail lights of the car in front of her because the pounding rain was making it harder and harder to see the road.
Thankfully, Parker was asleep in the passenger seat. He hadn’t slept much better than she did last night. She comforted herself with the belief that Philip must have gone to fulfill his volunteer duty with the Coast Guard. Still, she’d feel much better if she could just hear his voice.

As soon as the contractor left, Parker said, “Can we go home now?” Chloe stared out the glass-front of the club and watched the man battle the wind to get to the car.
“In a minute. I want to see if I can get a hold of Uncle Philip.” She pressed a key on her phone and held it to her ear. She paced the room as she waited for an answer.
“Still no answer?” Parker asked.
“Still no answer,” Chloe sighed.
“Should we worry?” he asked.
She smiled and ran her fingers through her son’s hair. “You shouldn’t worry, angel. About anything. I’m sure he’s okay. The phone company is just having a hard time meeting demand in these weather conditions.”
The door blew open and someone walked in covered in a hooded raincoat. Chloe whirled around. “Philip?” Brady lowered his hood. Her jaw dropped. “Brady, what are you doing here?”
“I got the same message as you got from Don, and I didn’t want you to be alone with him.”
She shot Brady a dubious look. “He’s like 80 years old. Anyway, he’s gone now. I signed the papers.”
“I don’t think he’s anywhere close to 80 years old.” Brady smiled at Parker, who was using a coloring app on his tablet. “Hey Parker. How’s it going?” He held out his fist and Parker bumped it with his own, barely taking his attention off the tablet. Brady removed his raincoat and shook off the water while Chloe continued to eye him with skepticism.
“Brady, can I ask you a question?”
“About what happened last night?”
“Well, no," she said, "but now that you brought it up, I’m really sorry that Philip tried to strong-arm you into selling him the club.”
“You,” he said, “have nothing to be sorry for.”
“I know, but I’m sorry you had to deal with that.”
“Hey," he said with a shrug, “I can handle myself. So um. What happened after I left?”
Chloe glanced at Parker. “I’d rather not talk about it.”
“I understand. Actually,” he lowered his voice and leaned closer to Chloe so Parker wouldn’t hear. “I’ll never really understand your relationship with Philip.”
“Brady,” she said in a scolding tone.
“Okay, okay, I’ll back off.” He plopped into a nearby chair.
“Speaking of challenging relationships…” She waited until he looked up at her. “When are you going to see Nicole again? It’s been months.”

That's what we all want to know.
I have a feeling that the storm is going to intensify and her, Parker, and Brady are going to be stuck there at the club together. If that does happen, at least her and Parker not alone through it.

Glad Chloe made it through the storm. I, also, am curious about when Brady’s gonna see Nicole again.

I'm annoyed that Chloe is putting off thinking about seeking shelter because she doesnt like the idea. She has a child to take care of and she's neglecting his safety as well as her own because it's more comfortable to forget about it.
And now she will likely be stuck at the club with Brady. At least she won't be trying to drive Parker anywhere during the hurricane.
