There have been a couple writing changes in the past year and a half or so.

She isn't a replacement per se. She was brought in by Tomlin and Whitesell. A lot of people more knowledgeable about soap writers than me have said they wish she was replacing Tomlin.
I should add that Lorraine Broderick is a breakdown writer, so she is responsible for what scenes go in what days and how the episode is divided. The story ideas and dialogue are not generally her creations. Also, she was announced as a new breakdown writer as having joined in mid-August, so this was hardly her first episode.
