Seems clear that the letter is fake but Philip doesn't know that

My speculation: It sounds like Vivian kidnapped Philip to get him away from Chloe the same way she kidnapped Stefan to get him away from Gabi. More than helping Philip claim his birthright, Vivian wants control of Titan and is using Philip to get it. Perhaps he's been drugged or brainwashed.
