I've listed the couples I can think of and an option for other suggestions, including non-couples.

I chose both Jack and Jennifer and John and Marlena. I think Tom and Alice are just too much for any one couple. Those two couples should be enough to handle present day families onscreen.

I chose Jack and Jennifer, and Julie and Doug. I think you're right that no one couple can replace them.

Julie and Doug have the history, and Julie is more than happy to give advice although hers is a little more blunt than Alice's. And Jack (once he's back to normal) has a little more edge than Tom, but I still think both couples work as mainstays in Salem.

I would chose members of couples - Maggie, Jennifer, Kayla, John and I would add Roman.
Second choice - Julie and Doug

I personally put Julie and Doug in that role but I feel John and Marlena is next in line / has a part of the mantel
