The last time Frankie was in town was 2006. 13 years Frankie hasn't been in town but also with Frankie back it definitely would cause a triangle with an amnesiac Jack and Jennifer but throw Eve into the mix, you make it a quad. Eve wants revenge on Jennifer and she is using an amnesiac Jack to do it. However, if Jennifer were to move on from Jack and Frankie were to come back on to the scene, cue Jack either getting jealous or his memories coming back. Either way Frankie not only is a legacy character he is a Brady, Roman and Kayla's adopted brother Shawn and Caroline's second youngest son. Frankie is also a lawyer so you can bring Frankie back to be the new DA.
Plus with Frankie back you could even have Eve take interest in her ex, Frankie.

Frankie would be a nice addition. Also Melissa Reeves could have her hubby on the show with her again.

Frankie with him in town you could pair him up with Jennifer, Eve, Hope, Kate or really anyone
Plus he is Roman and Kayla's brother so more interaction
And not to mention with his mother his Ma Caroline dying it would make perfect sense for him to come back
