Haley and Melinda equals two kids. How did the family get by with this in China? I mean in China don't they have a one child policy? Or does that even still exist in China?

That is a brilliant question, and makes the speculation that Melinda is really Haley's mother and not her sister even more likely.

Just did a little search online Between 1979 and 2015 parents were allowed a second child if the first one was a girl It wasn’t until end of 2015 that they changed it to one child policy And I think rural areas have the option of another if the first is a girl as well as any ethnic minority’s As of 2016 they changed it to a 2 child policy

The Chinese have super high standards of behavior. Being undocumented to Haley is obviously a disgrace, a crime. It has become more & more obvious that her parents only had one child that being Melinda and Melinda had one child which of course is Haley. Haley said that Mel & their parents which I think are her grandparents had a falling out when Haley was a baby and Melinda left and went to the States. Having a child out of wedlock is not cool in China. This is just speculation purely on my end.
Also speculation if Haley is Melinda's daughter and not her sister I think they would have something else to worry about in China. An illegitimate child in China would be a "Heihazi" meaning they don't possess a Hokou (legal document) and could not get housing, health care, education or be permitted to travel. A lot of girls who are Heihazi are forced into prostitution and as babies they're often sold on the black market.

That would make more sense than the one child policy I think many fans feel Melinda is more believable as her mom anyways I doubt the writers would change it tho I personally don’t find either of these characters interesting enough to care If I was watching it would be FF material

Has it been established that they share the same dad?

Well, there's clearly a big age gap and Melinda is NOT illegally in America (pretty sure that would come out if the D.A. was not legally here). Maybe Melinda left with a parent legally and then Haley was born after Melinda left. Or as someone else said, Haley has a different parent.

Easy to explain. From 1979 until middle 2015 it was a two child policy IF the first child was a female. Since that time period it has been back and forth. 16 was one child for awhile then it went to two, 17 was back to one, then back to two. So on so forth. The ages of both Melinda and Haley allow for the scenario to work.

I don't watch every day. Did they say when did Haley come to America? She has no accent, not even a hint.

Probably Haley came in when she was a little girl. If she did then it would make sense why she would lose her accent especially if she has been in America for years. Haley has to at least be in her 20s now so if she came here when she was like 5, 6, 7 or 8 she could pretty much lose her accent as the years go by.

I was thinking she was 12 but I'm not sure.

Even if she was 12 then she could still lose her accent especially if she has been in America for over a decade. Haley has to at least be early to mid 20s. Probably at least 24 or 25 at least.
