I really only want Bill back if John Martin is cast for the role and I can't see this actor as a Bill Horton. If they are considering him for a role, it's probably a new one.

If this is the man Marlene tweeted about, she said that Kate would be happy. So maybe he is a new business associate/love interest for Kate.
Another possibility/thought is Quinn's father. I am not really familiar with Ian Buchanan, but just by his name and looks, he probably has a British accent.

I'm curious how you can tell by someone's looks what accent they have. That's a neat trick. But, yes, Ian does have an accent. He's Scottish, but he doesn't sound like Sean Connery.

He does look British Isles (Britian, Scotland, Ireland... that general community ... not so much his looks but the way he is looking, facial expressions/mannerisms, hard to explain but I agree he has that "look") .... but yes, I was just about to reply the same that he is Scottish. The word "dashing" in Marlene's first tweet immediately made me think of an older gentleman with an accent - don't know why but that's the way the word frequently seems to be applied.
