He doesn't cost much and they may be planning to only have him around a short time longer and then let him go again. He is an unestablished villain type unconnected to anyone that will be staying in Salem so he would be the prime character to take the fall for something ... fingers crossed that it's EJ's murder.

That's true Kazz. He's not necessarily staying on long term. At least I hope not.
